Methodology development and Long term observer training with the League of Arab States

In December 2013, EODS  and the Arab League worked together three separate activities: a two day methodological review, a one day introduction to long term observation and a two day STO training.

Methodological review: The elections department of the LAS and EODS trainers shared their current observation methodologies and looked at what measures might be realistic for the LAS to adopt by way of strengthening their existing practises. Following this, the training agendas were finalised to reflect this adapted methodology.

Introduction to long term observation: The elections department of the LAS and seven other staff members attended this one day session. They were divided into three work groups, each headed by an EODS trainer, focusing on different analytical aspects of an election: Political context and the campaign, legal framework, and election analysis.

Short term observer training: 29 participants in total were trained over two days including all who attended the previous sessions. The training included new deployment methodology and polling simulations plus an exercise in completing observation forms and phoning in the results.

Following the training EODS developed quantitative polling and counting observation forms with the LAS, a results database and a short observer guide.
