On October 10th 2013, EODS organised a meeting to review current security practices and systems implemented in EU Election Observation Missions (EOMs), and identify possible areas of improvement. The meeting gathered experts with extensive experience in matters of security, project management, logistics, as well as core team experts. The discussions were moderated by EC/FPI, EEAS and EODS. The European Parliament was represented in sessions of the seminar.
Participants agreed that some methodological developments would be useful to make EU EOMs risk management more consistent. Also discussed were the internal management of security issues during an EOM, and the merits of further developing Standard Operating Procedures (SOPs).
Finally, participants touched upon the question of security experts and observers training, and discussed the security issues related to European Parliament (EP) delegations.
